REAGAN'S LAW

 Reagan’s law gives fathers equal rights from knowledge of conception.

 * Mother must inform father of conceived child within 30 days of her positive pregnancy test .

 * A mother must provide name of presumed father to welfare agency if applying for benefits to be found eligible. (If health care insurance is available to the father then the mother's prenatal care and birth shall be billed to available insurance

 * Father has rights to be present at obstetrician appointment during

 : Doctor consult

 : Fetal heart beat

 : Ultrasounds

 : test result readings

 : birthing classes

 ; Initial visit to birthing center

 * Mother must contact father immediately in event of trauma. Accident. Or problems with

 Pregnancy

 * Mother must put fathers name on contact list as well as whom can be given information in regards to pregnancy. Pre-natal care.

 * father must agree to any decisions of abortion * if mothers life is in jeopardy due to pregnancy then and only then can mother sign consent alone for abortion. * If an abortion is necessary due to health risk to mother then the mother must provide documentation from obstetrician stating this to the father. * Father must sign consent to adopt if mother choses that adoption is what she wants. * Father has the right to take full custody of child in the event the mother decides to adopt. Or is unable to care for child.

 * If one parent passes away the other parent shall immediately assume full legal custody of child. Unless the living parent can be proven not fit. Then in this case the child will be placed in custody of living parents family until the living parent is found fit. In this case a guardian adult will be placed in charge of handling arrangements, placement of child to assure best interest of the child. But unless courts prove living parent unfit the child will remain in sole custody of living parent.

 * In either event the parent or family who has custody shall provide other parents family and siblings of the child ample bonding time with the child.

 * Father is to be contacted immediately if mother is taken to hospital and admitted for birth of child.

 * Father has right to be present during birth of his child.

 * Father has right to visit his child in hospital nursery or NICU.

 * The day the child is born the father has the right to have an immediate DNA test done on himself and child. And results be made available prior to child’s release from birthing center. *Father has right if paternity concluded he was the father to sign birth certificate then child will be given fathers last name.

 * Father has the right to parenting time with child in his home for parenting time as follows.

 : Father has child starting the week after birth after child’s been home for 7 days on the Friday after the 7 th day home and

 (this 7 days child’s home with mother will allow ample time for mothers who choose to breast feed to pump breast milk for child to send . In this case father can also pick up milk from mother as needed as she can pump milk while child’s with father.

 * every other Friday pick up at 6 pm drop back off the following Friday 6 pm ( father has child 7 consecutive days) ( If a holiday or celebration day fall in that time. then that schedule is to be exercised and fathers parenting time resume as soon as event time has ended.

 : All holidays and birthdays for child father has child 4 hours 9: am to 1 pm. Or 2 pm until 6 pm

 The parents must agree upon which of the two.

 * The child will be with father o father’s day and the day of fathers birthday 4 hours. Again either 9 am until 1 pm or 2 pm until 6 pm this time choice is the fathers

 * child will be with mother on mother’s day and mothers birthday same schedule as for father and on mother’s day and day of mothers birthday time choice will be mothers choice

 * Child will be with appropriate family for sibling birthdays from 9 am until 9 pm.

 * Child will be with appropriate parent for any family events such as but not limited to

 OTHER CELEBRATION'S

 - Weddings

 - Funerals

 - Grandparent birthdays

 - Immediate family birthdays

 - Return or departure celebrations of a family member from military

 * Father shall be listed on all legal documentation for emergency contact as well as mother. And on school papers and doctors files as to being able to take child to school. Doctors or other health care appointments and be able to sign consent for treatment. Be able to pick child up from school. Have full access to all records. Be present and notified for any treatments surgeries. Or school or sport functions as well as extra circular.

 * There will be no order for child support as each parent will support child during his/ her patenting time. And parent with available insurance shall put child on insurance. All uncovered medical bills. Co pays. Prescription costs. Shall be split equally between mother and father. All school supplies. Clothing needs and needs of child be split equally. Both parents will be required to keep all receipts for each.

 * In the event the father or mother is not exercising his/her parenting time nor splitting the uncovered expenses parent who is complying can file for child support. And if the parent who is being accused of failure to comply cannot validate with receipts of splitting costs of child’s uncovered bills and needs parent failing to provide his/her half of expense shall be ordered to pay child support based on his/ her income. IF there are police documentation of parent failure to pick up child more than 3 times as emergencies do arise then he/she will have to provide justifiable provable reason for failure to exercise parenting time.

 If he/ she cannot provide evidence to prove justifiable reason then judge can order standard order of visits for 6 months.

 * Parent picking child up for his or her parenting time shall provide transportation.

 * Spring break the child will spend equal time with mother and father. (Even numbered years father receives first half spring break. odd numbered years Mother second half of spring break)

 *summer break father and mother will have child equal time with child (child will be with father two consecutive weeks .then mother two consecutive weeks. Then father two weeks and mother.)

 * Winter break father and mother will have equal time with child one week with father one week with mother.

 * All national holidays are to be split in half even years- father has child first half of the day 9 am until 2:30 pm mother 2:30 pm 8:30pm odd years mother has child first part of day. (And parent whose parenting schedule was interrupted for observance of holiday shall resume at 8:30 pm.

 * During spring. Summer and winter break if other celebration occurs during that time the other celebration schedule above shall be followed as listed. And parent who had child for spring .summer or winter time will resume time with child upon other patent return of child from other celebration at times listed above

 * In regards to a child already born if Child was born after 2009 and a father wants to get his standing rights switched to Reagan's Law he must file a petition for an amended or adjustment in his present order and instead of hiring an attorney the man shall pay for and provide a criminal history report as well as pay $130 filing fee. And Court cost. He must not be in arrearages of current child support order. If the man has no prior convictions for sexual abuse or assault. No child abuse or neglect convictions .and no psychological diagnosis which would prevent him from being considered safe and able to care for child/ children then courts will grant the change and any standing child support ordered in this case the man must take court stamped new order for Reagan's Law to department of child support and they will make copy and child support will file an order to stop with holding and within 30 days child support will stop. But no monies paid to child support prior to 30 days after stamped order to stop with holding shall be refunded.

 * If a mother or father denies the other parent his or her parenting time in this agreement the parent who was denied his or her parenting time shall document with police report. And file contempt against other parent.

 * Parent found in contempt first time. Will be sentenced to 30 days in jail and a possible fine up to $500.

 * Parent charged with contempt second time will be sentenced to 60 days in jail. Court cost. Also a order to reimburse other parent filing fees and attorney fees.

 * A parent charged with contempt third time will lose joint custody of child. And revert to standard order of parenting time for their parenting time. A child support order then placed against that parent. And up to 90 days in jail. As well as reimbursement order to pay other parent fir filing fees. Attorney fees and all court costs.

 THIS LAW GIVES TOTAL EQUAL RIGHTS AND RESPONSIBILITIES TO BOTH PARENTS AND WILL ALSO ASSURE EVERY CHILD WILL HAVE OPRITUNITY TO BUILD A BOND WITH BOTH MOTHER FATHER... SIBLINGS AND OTHER FAMILY MEMBERS. AND DUE TO PENALTIES FOR BREAKING THIS LAW AND ORDER MOST PARENTS WILL REFRAIN FROM DENEYING RIGHTS TO OTHER PARENT. REAGAN'S LAW WAS CREATED BY MY SON DEREK MILLER (HENSLEY) IN ORDER TO ASSURE EVERY CHILD IS ABLE TO BUILD A LOVING NURTURING BOND WITH BOTH PARENTS AND FAMILIES. A CHILD NEEDS BOTH PARENTS AS WELL AS SIBLINGS AND FAMILY. THIS LAW WILL PROVIDE THAT AND INSURE EACH PARENT FOLLOWS THROUGH.
