Sir 

We , as aware citizen would like to bring to your notice an unusual and most annoying decision taken by you to construct ‘Kandi’ highway right through core of Corbett Park connecting Garhwal and Kumaun. As learnt, it is intended to reduce travelling time by mere two hours. And all this is being done to make lives of humans convenient so that they can reach their destination bit early travelling by their luxury cars.

Sir, before this road could be taken up for construction, following facts which has huge ramifications on environment, wildlife and biodiversity also needs to be taken into account in larger interest of ecology and looming large threat of climate change.

1. Not only, it would kill thousands of trees and living lives dependent on these trees but shall also disturb in a big way, the wild life. The path of wild animals would be completely obstructed and new territories would be created thus bringing an imbalance in living patterns of wild animals.

2.This would certainly initiate concretisation and real estate mushrooming across the length of this highway. A beautiful forest which James Corbett conceived is already seeing ingress of lacs of visitors and affecting wild life, would be turning into a human habitat and endanger wild life badly in long run.

3. Wildlife officials have also warned of serious implications for wildlife animals, especially tigers, if the Kandi road which passes through Corbett Tiger Reserve is permitted for vehicles

4. EIA (Environment Impact Assessment) study is yet to be done for the project which is the preliminary requirement to take up any such project. If already done, this needs to be referred for its ill-effects.

5. Also long ago such an endeavour to carpet the Kandi road had started in 2001 but was halted when poaching of some 8 elephants in the same year exposed the vulnerability of wild animals safety from poachers in Corbett . The road would also encourage encroachment by people as has happened in Amangarh forests in UP on south side of Corbett.

6. Earlier Supreme Court refused Kandi road to be used for public transportation. Instead SC approved as one of other alternative alignments which permitted travelling on 12 km stretch in the Uttar Pardesh on the border of Kalagarh forest division and towards Garhwali Colony.

7. There are some precedents to such situations too, e.g.the NH is diverted to other side to other (north) side of Brahmaputra to avoid road passing through in middle of Kaziranga park to avoid disturbing of wild life. The NGT had earlier ordered a ban on roadside shops and eateries along the animal corridors near Kaziranga, among a slew of directions in the wake of increasing wildlife casualties due to vehicular movement on the adjacent highway.

Instead Sir, most feasible solution would be to construct a road through Amangarh,Barahpur and Suawala of UP which will reduce the travelling time from Haridwar to Ramnagar by three hours. Since there is BJP government in Uttarakhand, UP and Centre so it would be easy to draw a consensus. This route is feasible than Kandi road which passes through the core of the tiger habitat in Corbett. This way conservation can be balanced in this case by creating a model while meeting the ecologically needs.

With above facts, we earnestly appeal for pass necessary instructions to halt the process for construction of this road immediately in the interest of preservation of wild life of Corbett park.

महोदय

हम , जागरूक नागरिक  आपके संज्ञान में आप की सरकार द्वारा एक विचारशून्य एवम अविवेकी निर्णय- जो कि कॉर्बेट पार्क के बीच से कंडी राजमार्ग के निर्माण से सम्बंधित है - लाना चाहते हैं l ऐसा ज्ञात हुआ है कि इस राजमार्ग से यात्रा समय दो घंटे बचने की उम्मीद में लोगों को सुविधा पहुँचाने के लिए इसलिए किया जा रहा है कि जिस से लोग अपने गंतव्य अपनी आरामदायक कार से कुछ जल्दी पहुँच सकें l

महोदय, इस मार्ग के निर्माण के लिए आगे बढने से पहले आपको कुछ इन तथ्यों पर गहन विचार की आवश्यकता है जिनका पर्यावरण , वाइल्ड लाइफ और जैव- विविधता पर दूरगामी असर है और इसके साथ ही मानवजाति पर गहराते जलवायु परिवर्तन  को भी विचार में रखने की भी आवश्यकता है l

1.   ये राजमार्ग न केवल हजारों  हरे भरे पेडों को काटने का कारण बनेगा बल्कि इन पर निर्भर असंख्य जीवन को भी बुरी तरह प्रभावित करेगा | ये वाइल्ड लाइफ को भी एक बड़े पैमाने पर हानि पहुंचाएगा | ये जंगली जानवरों के रोज़मर्रा गुजरने वाले रास्तों को अवरोध पहुंचाएगा और इसके कारण नयी सीमायें भी उत्पन्न होंगी जो एक जंगली जानवरों के रहने की जीवन शैली में असंतुलन का कारण बनेंगी |

२. ये राजमार्ग अपने दोनों तरफ कंक्रीट के निर्माण और रियल एस्टेट की कई इकाइयाँ  भी विकसित करेगा | जिम कॉर्बेट द्वारा सृजन किया हुआ एक अदितीय पार्क पहले से ही लाखों पर्यटकों के अतिक्रमण झेल रहा है और इस राजमार्ग के चलते जंगली जानवरों के रहने का सीमित स्थान इंसानों के प्रवास स्थल में परिवर्तित होने का कारण बनेगा |

३. इस से पहले वन्य जीव कर्मियों ने भी कॉर्बेट पार्क के वन्य जीवन खासकर बाघों पर गंभीर प्रभावों की चिंता ज़ाहिर की थी क्यूंकि इस राजमार्ग के एक भाग की कॉर्बेट टाइगर्स रिसर्व में भी निर्माण की योजना है |

४. इस राजमार्ग के कॉर्बेट  पार्क पर गुजरने के दुष्प्रभाव को समझने के लिए EIA ( एनवायरनमेंट इम्पैक्ट अस्सेसेमेंट ) स्टडी का भी किया जाना जरुरी है और यदि ऐसी कोई स्टडी की गयी है तो उसके दुष्प्रभाव को देखते हुए इसका निर्माण उचित  नहीं होगा

५. कई साल पहले २००१ में  भी  कंडी रोड को डामर युक्त करने का प्रयत्न किया गया था लेजिन ८ हाथियों के अनधिकार शिकार के कारण कॉर्बेट पार्क की वन्य जीवन की असुरक्षा का प्रश्न खड़ा हो गया था | ये मार्ग इंसानों का वन्य जीवन में अतिक्रमण को भी प्रोत्साहित करगा जैसा कि कॉर्बेट पार्क के दक्षिण से अमनगढ़ के वनों में देखा गया था |

६. इससे पहले सर्वोच्च न्यायालय ने कंडी मार्ग को आवागमन के लिए प्रतिबंधित कर दिया था और एक दुसरे विकल्प के रूप में उत्तर प्रदेश से कालागढ़ की सीमा से होते हुए गढ़वाली  कॉलोनी जाने वाले १२ किमी मार्ग का अनुमोदन किया था |

७.  इस परिस्थति के कुछ पूर्ववर्ती उदाहरण भी हैं , जैसे कि काजीरंगा पार्क से ठीक बीच से जाने वाले राष्ट्रीय राजमार्ग को ब्रहमपुत्र नदी के उत्तरी तरफ से वन्य जीवन को बचाते हुए ले जाया गया | NGT (नेशनल ग्रीन ट्रिब्यूनल) ने भी मार्ग के किनारे खुली दुकानों और खाने के होटलों को  बंद किया | इसकी वज़ह वाहनों के चलने से  वन्य जीवन में बदती हुई दुर्घटनाओं को भी कम करना था |

महोदय , इस से बहुत उपयुक्त समाधान ये होगा कि उत्तरप्रदेश के अमनगढ़, बराह्पुर और सुआवाला से होते हुए एक मार्ग का निर्माण किया जाये जो कि हरिद्वार से रामनगर की यात्रा का समय करीब ३ घंटे कम कर देगा और क्यूँकी उत्तरप्रदेश , उत्तराखंड और केंद्र में भाजपा की ही सरकार है तो आपसी सहमती बनाने में कोई भी समस्या नहीं आयेगी और न ही ये कॉर्बेट पार्क के वन्य जीवन को प्रभावित करेगा या फिर नजीबाबाद –नगीना- अफ्ज़लगढ़-जसपुर-काशीपुर-रामनगर मार्ग को ४-लेन में परिवर्तित करके यात्रा समय २ घंटे कम किया जा सकता है  इस तरह पर्यावरण और वन्य जीवन की आवश्यकताएं को पूरा करते हुए विकास की गति को बढ़ाते हुए आपसी संतुलन बनाया जा सकता है | कॉर्बेट पार्क में किसी भी किस्म के निर्माण से वन्य जीवन और पर्यावरण को दूरगामी क्षति से बचाना आज के क्लाइमेट चेंज की विशाल समस्या की भी एक बहुत बड़ी ज़रुरत है |

इन सब तथ्यों को विचार में रखते हुए आपसे अनुरोध है कि आप सम्बंधित विभागों को इस मार्ग के निर्माण की प्रक्रिया को  कॉर्बेट पार्क के वन्य जीवन और पर्यावरण के रारक्षण हेतु अविलम्ब रोकने के आदेश जारी करें |
