A man was repeatedly struck on the head by a Chicago police officer while being arrested Monday night. The incident occurred in the southside neighborhood of West Englewood and was captured on video by an onlooker's cell phone.

In the video, Jermaine Milan is seen pinned to the ground by an officer who at one point begins hitting him in the head.

According to Milan's relatives, he was intentionally targeted by the police and they had threatened him a couple of weeks prior to the arrest. They said that two officers in particular regularly harass residents in the neighborhood.

Milan's relatives went on to say that at the time of his arrest, he was just playing with a little girl and a karaoke machine.

The Chicago PD has yet to comment on the cell phone video or the reason for Milan's arrest.
