July 25, 2014
Dear Neighbor,
On Tuesday, I sent a public safety update regarding the fatal shooting of Demond Parnell on the 5200 block of North Kenmore. Initially, the Chicago Police Department believed this was a gang-related shooting. That is no longer the case. The Chicago Police Department continues to investigate this shooting, and believes that Mr. Parnell was the intended target of the shooting with the motive still unknown.
Mr. Parnell grew up in the Edgewater and Rogers Park communities. Mr. Parnell’s mother is an Edgewater resident and our thoughts and prayers are with her as she grieves the loss of her son. I have met with the Parnell family and have expressed my deepest condolences on behalf of myself and our entire community.
I know that so many of you wonder what can be done to end the violence. It is the question that is in the forefront of my mind at all times. As your alderman, I fight this battle on two fronts. First, I continue to engage in a dialogue with our criminal justice system to seek answers on how to prevent future violence, and punish those who choose to terrorize our communities. During the past week, I met with Mayor Emanuel, Police Superintendent McCarthy, and numerous Commanders and Area Coordinators within the Chicago Police Department, and have been in communication with the States Attorney’s office about additional resources that will help make our community safer. Second, my office will continue to engage the community. We have and will continue to host community outreach events – both to provide a positive presence on our streets, and to provide the youth of our community a healthy alternative to gangs.
The message is clear- we must all work together to stop the violence. I truly believe that together and unified, we can make a positive impact. If you would like to get involved, please contact me at Harry@48thward.org or 773-784-5277. I invite your questions, concerns and participation in facing these difficult challenges.
As part of our Summer Nights programming, we engaged with hundreds of community members and youth this week from the annual Ice Cream Social in Cedar playlot, meeting with One Summer Chicago students in the Argyle Satellite Office, hosting Pitch Perfect in Senn Park and joining with over 100 youth for recreational activities at our weekly CAPS Night Out.
In my conversations this week with Mayor Rahm Emanuel, I invited him to visit the Argyle Night Market and our inaugural "PlayStreets," hosted by Chinese Mutual Aid Association. Last night, Mayor Emanuel attended the Night Market and met and talked with many community members. I met with him privately to discuss the pressing safety concerns facing neighbors, families and youth in our community and around the city of Chicago.

Public Safety Update
Earlier this week, on Monday, July 21, Demond Parnell was shot and killed on the 5200 block of Kenmore. Initially, the Chicago Police Department believed this was a gang-related shooting. That is no longer the case. The Chicago Police Department continues to investigate this shooting, and believes that Mr. Parnell was the intended target of the shooting and the motive is still unknown.. Police are still investigating the incident and are asking the public to come forward if you have seen or heard anything. If you have information, please contact Area North Detectives at 312-744-8200.
In the homicide investigation of Wil Lewis, the Police had made an arrest of Eric Vaughn, the driver of the car used in the incident, on one count of first degree murder, one count of attempted murder, one count of reckless driving and three traffic violations. Police have identified two other suspects in the case and have warrants out for their arrests. I will continue to update you on the progress on this case and of both cases in the future as more details become available. If you have information, please contact Area North Detectives at 312-744-8200.
We are continuing to meet with property owners and managers on the 5800-6100 blocks of Kenmore and Winthrop. Through cooperation, we have been able to identify issues facing these blocks and are working on resolutions to these issues. Marko Zaric will be reaching out to property owners and managers on these blocks that have not participated in these meetings as of yet. I encourage residents to talk to their building managers and have them reach out to Marko to get information regarding upcoming meetings. He can be reached at 773-784-5277 or Marko@48thward.org.

Construction Update
Bryn Mawr Water Main Project
Phase 1: (Kenmore to Winthrop)
Street utility marks should be in place today. Watermain work should begin on Monday 7/28, weather permitting & pending the completion of the utility markings.
Phase 2: (Winthrop to Broadway)
Early next week chlorination will take place. Water services should start middle of next week along with the traffic control and “no parking” signs east of Broadway. All businesses will be contacted about water service connection times. This week we have tested phase 2 and approved the sampling from the work done at Broadway.
Phase 3: (Broadway to Glenwood)
Testing and disinfection is pending on the work done on Phase 2, therefore it will have to move back a bit. I expect work on disinfection late next week and still be able to start service transfers the following week (the week of the 8/4) as previously planned. More information on what to do after the service connections soon to follow.
Thank you for your patience throughout this important infrastructure improvement on Bryn Mawr. Any questions please contact 48th Ward intern Monica Hamada at mmh48thward@gmail.com.
News from Businesses
Women and Children First Bookstore: 5233 N. Clark
Ann Christophersen and Linda Bubon, the founders of Women & Children First, are thrilled to name Lynn Mooney and Sarah Hollenbeck as the bookstore’s new co-owners. While grateful and inspired by the surge of interested buyers who stepped forward from all corners of the community, Ann and Linda are delighted to be passing the store onto two of their very own colleagues—both literary feminists who are invested in the same mission that began the store almost thirty-five years ago.
The new co-owners’ vision for Women & Children First builds upon Ann and Linda’s enduring legacy with a fresh energy and commitment to amplify the
voices of the next generation of feminists. Over the years, Women & Children First has thrived as a feminist bookstore, a neighborhood
bookstore, an LGBTQ support network, and the anchor for Andersonville’s dynamic shopping district of locally owned businesses. By rejuvenating the current space and diversifying the store’s events and programming, Lynn and Sarah intend to create a “third place” that physically and philosophically invites spirited, respectful dialogue about feminism—what it was, what it is, and what it must become.
We thank Linda and Ann for opening this neighborhood bookstore and the huge impact they have made on Andersonville and so many customer's lives. Their legacy and business will live on for many years! We welcome Lynn and Sarah as the new owners and look forward to what they will bring to Women and Children First - and we are thrilled it will remain local and independent!
