The suspension of the Greek National Agency for ERASMUS+ Youth puts in serious danger the future of the Greek Youth Policy and the equal participation of the Greek young people to the international actions. At the same time the Greek youth organisations are facing serious problems to continue the implementation of international projects in our country and to play any role to the European and Global Youth policy making process. This can lead them almost to extinction. Give the right to young people to decide for their future!
In December 2014 the Greek National Agency (Youth and Lifelong Learning Foundation / (INEDIVIM) for the EU Program Erasmus + / Youth, was declared in state of “funding suspension” by the EC (ARES (2014) 4069984-04/12/2014)
No Youth organization was informed by any National Authority by that time for this, whereas the Greek NA continued to receive applications for the round R1/2015
On 28th April 2015 (just 2 days before the deadline of the 2nd round R2 / 30/4/2015), the Greek NA for Program Erasmus + / Youth informed the Greek organizations, through a short press release, that is under funding suspension and that it is not going to proceed with applications’ evaluation for the deadlines of R1/ 2015 and R2/2015 (link in Greek only: http://erasmusplusyouth.gr/%CE%B1%CE%BD%CE%B1%CE%BA%CE%BF%CE%AF%CE%BD%CF%89%CF%83%CE%B7-%CF%83%CF%87....)..
At the same time (on April 2015), through emails, to the applicant organizations/beneficiaries of the round R3/2014, the Greek National Agency was informing the Greek organizations that for the approved projects of R3/2014 is not going to sign the grant agreement and consequently, is not going to pay the A’ part of the funding, WHlLE, BEFORE that,
The Greek NA had sent, WHILE being in funding suspension , to the beneficiaries of Round 3/2014 the Grant Agreements in order to be signed and to be sent back (with all the necessary documents, ANNEXES) to the NA, following the usual procedure, giving the “green line” to the Greek organizations to start the implementation of the approved projects, which, according to the Program Guide, are entitled to do after the announcement of the results
In the middle of mutual accusations between the Greek Ministry and the Greek NA, in the summer of 2015, the Ministry of Education, with the Decision No ΥΑ 105131/Η1/01-07-2015 (ΦΕΚ 1404/Β/7-7-2015), announces that the NEW Greek National Agency for the EU Program Erasmus +/ Youth is, from that time, the STATE SCHORASHIPS FOUNDATION (IKY)
On the 28th September 2015 (just 2 days before the deadline of this …lost year 2015), the Directory of the European and International Themes/ Department of European and International Programs of the Greek Ministry of Education, announces, with a Press Release, that, "... it is considered reasonable and necessary to suspend the submission of applications under the third round (R3) with a deadline of October 1, 2015 for the three Key Actions" , urging the Greek organizations "... to seek and develop partnerships for applications coordinated by foreign partner organizations " ( we stress that this was requested by the Greek organizations just 2 days before the final deadline of the year ) ( relevant link :

Until now, that is from December 2014 until November 2015, no authority is responsible for the EU Program Erasmus + / Youth, given that the new NA,IKY, replies lately: "The transition process of the youth sector/Erasmus+ from Youth and Lifelong Learning Foundation (INEDIVIM) to the STATE SCHOLARSHIPS FOUNDATION (IKY) is not yet complete, so we do not have at present the required legitimacy and the relevant directives from the EC …. We recognize the seriousness of the matter, and we understand the negative impact specifically for our country abroad but for the time being and until the transition process is done there is not much we can do”
At the same, the Greek organizations that implement Youth Projects in Greece:
  • Implemented the approved projects of R3/2014 under their own expenses, without having yet received the approved budget
  • Did not get any information about the results of their applications submitted at the R1/2015 & R2 /2015
  • Suffered irreparable financial losses from the implementation of these projects or the cancellation of the implementation (eg loans, property leasing for hosting volunteers , costs of tickets, etc.)
  • We’re not treated with respect by any authority
  • Lost their reliable and respect towards their foreign partners
  • Were exposed towards their youngsters -participants, who invested their time and hopes to participate in the Erasmus + projects,
By consequence, the young people of this country are not receiving the same rights as their peers coming from all the other European countries and are left outside of whatever is happening in the social/political European sphere.
We, the youth organisations and the youth workers, invite the Greek Ministry of Education, Research and Religions to give back to the Greek Youth the right for equal participation in the actions of the ERASMUS+ Youth Programme.
