Homeless man, 19, arrested in N Portland homicide

Police arrested a 19-year-old man in connection with a North Portland homicide last month.

Marquis Taylor, 18, died from a gunshot wound Sept. 19 at the 8100 block of North Hereford Avenue, officials have said. On Friday, detectives arrested Richard Jay Anderson III and booked him into a Multnomah County jail on a murder accusation.

Sgt. Pete Simpson, police spokesman, identified the suspect in a brief news release Monday, but revealed no motive or connection to Taylor.

"The case remains under investigation so detectives are not sharing any additional information beyond the news releases," Simpson later said.

Online court records show Anderson told jail deputies he's homeless, and deputies found no past criminal convictions. Court records show he was accused of third-degree theft in August 2015, but prosecutors later dismissed the case.

Anderson also told deputies he was born in Portland and is unemployed.

The homicide occurred near Cesar Chavez School, but Simpson has said the shooting did not appear to have anything to do with the school.

Investigators have withheld the release Anderson's booking photo, and it's not posted on the Multnomah County Sheriff's Office website.
