Namfrel observers to monitor Colombian Plebiscite

MANILA On October 2, 2016, the National Citizens Movement for Free Elections (NAMFREL) is set to
deploy observers to the Embassy of the Republic of Colombia in Manila to monitor the Plebiscite for the
Peace Accord (PPA). The Colombian Government subjected the PPA to a public vote to make sure that
the deal enjoys the legitimacy and support from the Colombian people.
The PPA is a peace deal resulting from four years of negotiation between the Colombian Government
and the guerilla group Fuerzas Armadas Revolucionarias de Colombia (FARC). Voters will be asked to
vote yes or no to the question: Do you support the final agreement to end the conflict and build a
stable and lasting peace? The PPA, if it wins the support from the majority of voters, will end the 52year war between the government and the guerilla group, and grant the FARC amnesty which will
enable them to partake in politics.
NAMFREL, upon the invitation of the Colombian election watchdog Misin la Observacin Electoral de la
Sociedad Civil (MOE) Internacional, will send a team composed of its most experienced election
observers to watch over the process. MOE and NAMFREL are both members of the Global Network of
Domestic Election Monitors (GNDEM).
NAMFREL expresses its support to the Colombian Government and MOE in their effort to ensure the
inclusivity and transparency of the Plebiscite for the Peace Accord.
