小布殊年代嘅美國駐聯合國大使 John Bolton 喺華爾街日報發表文章，主張打「台灣牌」，迫契丹喺南海問題唔好得寸進尺，你契丹可以喺南海問題打飛機，但如果真係要堅做嘅話， John Bolton 主張逐步對契丹壓力升溫。
John Bolton 呢個計劃，其實反映共和黨新保守主義分子嘅路線圖，而且係非常清楚， John Bolton 係咁講：

簡單嚟講， John Bolton 嘅第二部曲，即係將美國在台協會改為美國正式外交代辦處，已經等同承認台灣獨立，我相信，契丹會有人想備戰。而喺契丹經濟已經一鑊泡之際，如果 John Bolton 計劃真係實施，契丹經濟係無得救。
