How can I Set up Multiple Users on iOS 9.3

I have heard that one of the enhancements in iOS 9.3 is multi-user support for an iPad. I could not find any "How to" documentation to set this up. I did see this references a "classroom" setting, so:

Does this mean that the multi-user support is only for classroom users?

Can I setup a classroom myself? I would gladly makeup a classroom with me as "teacher" and the people I support in the workplace with iPads as "students".

When I went to Apple's site for registration of a classroom account, it seemed to only target K-12 and Higher Education categories. What if I wanted to just make up a school to register my account? Could I do that or would Apple just ignore me?

I can't believe that Apple would implement a feature but then limit it to only a small user case. In that case, it is not much of a feature at all. Anyone here have any ideas for adding multiple-user support?

Update: Apple has clarified to us that the multi-user mode has been developed specifically for the education market and won't be available to normal users, at least not in iOS 9.3.

I see that paragraph came from that article... I also am a Beta user of iOS 10 and don't see anything in there. I will have to see if I can create a bogus school account.
