 September 30, 2014 was the Citizenship Verification Deadline
Did you miss the Deadline?
If you are already enrolled in a Covered California plan and received a notice asking for citizenship or immigration documents.  Click Here to learn what you need to do.  You can also contact us as your assigned agent to assist.

What to do if your income changes and you are receiving a subsidy?
If your income changes, your subsidy amount may
go up or down. You should 

contact us or Covered California right away (within No More than 30 days)  to adjust the amount of subsidy you receive. If you estimate your income too low - and get a higher subsidy as a result - you could have to pay back some of the subsidy at tax time. Alternatively, if you estimate too high, you could get a credit.


 

In addition, if you have coverage, and received a subsidy via the IFP Covered California or Federal "Obamacare" Healthcare.gov Website, and you now have employer coverage or your income changed by "plus or minus" (+/-) 10%, you may be subject to the penalty and reimbursement of any subsidized amounts, if you do not report the correction within 30 days.

Also, if you are self employed, receive a 1099 or your hours or W2 income have changed, we highly suggest you review your income and compare it to the state income guidelines to confirm whether you need to make a change.

Health Net is making some significant changes to their California Individual
& Family Plan portfolio for 2015.

Health Net PPO insurance plans will be offered OFF-EXCHANGE ONLY in the same rating regions as 2014. Plans and network will be virtually the same.

Pending regulatory approval, Heath Net will introduce two new tailored network-based plans: an Exclusive Provider Organization (EPO) insurance plan in Central and Northern California, and a Healthcare Service Plan 

(HSP) in Southern California.

These new plans will be available via both Covered California™ and directly from Health Net.  Network info should be available on their Provider Search in November.

In addition, in Southern California, Health Net will continue to offer their  HMO plans that use the Community Care provider network in the same regions as 2014, via both Covered California and directly from Health Net.

Health Nets 90-day plan closure notices to members who are on PPO plans through Covered California went out on October 2, 2014.

Employer Penalty Changes


 

It's been said "the only constant is change" - and that certainly applies when it comes to health care reform.  We want to make sure our clients are in compliance so they avoid the "A" penalty, but who do not realize they could be subject to the "B" penalty.

NEW Small Group
SB1446
 Regulation signed into Law
On July 7, 2014 Governor Brown signed SB 1446 into law. This legislation will have a significant impact on the health insurance options for many small businesses in California. Estimates are that up to 80 percent of small businesses in California "early renewed" their group health insurance plan in December 2013.

Open Enrollment Runs from 
Nov. 15th 
to 
Feb. 15th, 2014

It's been a Rocky Start, but if you are enrolled in a medical insurance plan as of April 2014 consider yourself Lucky!

If you are enrolled in a group sponsored health plan and it meets the Minimum Essential Health benefits, and the employer shared responsibility mandates, then you have little to worry about.

However, if you are an Individual without coverage, and forgot or did not sign up for an Individual-Family plan [IFP] coverage in 2014, be prepared to pay a tax/penalty of 1% of your taxable income or $95, whichever is greater.  To learn more here's a helpful link.

REMEMBER:
  • November 2014: open enrollment begins for health insurance plans through Covered California™
  • February 15, 2015: open enrollment for coverage in 2015 ENDS, but throughout the year, you can still enroll if your circumstances change. You can also be found eligible for Medi-Cal year round.

Tips to help the Individual Covered CA enrollment process run smoother:
 

As a courtesy, so your enrollment in the Covered California Systems run smoother, and before meeting or speaking with one of our Agents at Be Well Insurance Solutions, we've attached some tips, and request that you please have the following with you, and available to fax to us, in order to make sure your enrollment is not delayed in the Covered California systems.

  1. A valid government or state issued picture ID
  2. Know or bring a copy of your Social Security card
  3. A copy of your most recent taxes (ie. 2013 taxes)

If you are an immigrant, or recently moved to the United States and had a change in your immigration status, below is a list of items we will need: 

  1. A valid government issued ID
  2. Copy of recent pay stubs
  3. Copy of most recent tax filing

Governor Brown signs SB1034 into law

 

On Friday August 14, California Governor Jerry Brown signed into law legislation to bring the state's health coverage waiting period requirements for new hires back into line with federal law.    

 

Be Well Insurance Solutions and the California Association of Health Underwriter's (www.Cahu.org) supported  Senate Bill (SB) 1034, authored by Senator Bill Monning (D-Carmel), which would prohibit healthcare benefit plans from imposing any waiting or affiliation period before issuing health coverage. The intent of the bill is to resolve confusion between state and federal law and to better conform to provisions of the Affordable Care Act (ACA). While the ACA had established a 90-day waiting period that applies broadly to employers, California had established a 60-day waiting period. 

 

Plan sponsors in California will now be allowed to adopt eligibility waiting periods of up 90 days, as permitted by the ACA, which could provide administrative relief for employers.


 

The new legislation affects both small and large group health plans, regardless of grandfather status, for plan years 

beginning on or after January 1, 2015. Plans beginning before that date have to comply with the prior law. 

 

Next Steps for Employers:

 

For the 2015 plan year, decide what waiting period and/or orientation period you want to adopt and notify eligible employees and plan participants, either in your Summary Plan Description (SPD) or in a Summary of Material Modifications (SMM) if your new waiting period will be different from your prior one.

 

California employers can impose an ACA-compliant waiting period, which is a waiting period of up to 90 days (first of the month after 60 days).

 

Additionally, the waiting period can begin the first day after a one-month bona fide "orientation period."

 

If your 2014 plan year already began (so you already changed your eligibility waiting period to be first of the month after 30 days) and want to change to first of the month after 60 days, or to include a bona fide orientation period, you will need to amend your plan effective January 1, 2015. 

 
For further assistance with making this changes, make sure to contact us with ample time before your scheduled renewal and Open Enrollment period to assist you with making sure all documents are in order.

Insurance Agents played a Key Role in Covered California's Obamacare Enrollment

As enrollment neared under the Affordable Care Act, both President Obama and California officials boasted that signing up for health insurance would be as easy as ordering a book from Amazon.com or buying a plane ticket online.

 

With that in mind, Covered California's executive director, Peter Lee, predicted a bleak future for insurance agents selling individual policies, saying they could easily go the way of travel agents.  Click Here for Full Story
