Mr. President, the state sanctioned murders of Black people are the highest in the nation and emerges out of a national climate where systemic racism eats away the heart of our union and democracy.

1000 Black people murdered by police since 2007. As shocking as it is, this is a low figure. Many deaths remain unrecorded and fall under categories such as suspicious deaths as does the death of seventeen year old Black football star Lennon Lacy who was found hanging from a tree in a trailer park in Bladenboro, North Carolina. He was dating a White woman.

In the case of police, these murders are not m isolated incidents where they kill a few individuals. Rather, the overwhelming evidence shows that the police profiles the entire Black community even children.

Mr. President, our country cannot continue to bear the weight of these police murders and tortures without imploding from the inside out and the outside in. Therefore, I want to play an active role in holding together this fragile union by suggesting to you the following strategies.

• Convene and host a White House Conference with police chiefs around the country where they are required to address and work to change the systemic racial issues that undergird and fertilize state sanctioned terrorism and executions of people of color, particularly Black people. I specify Black people in this letter because we are the largest number of victims of police terrorism and murders.

• Give a nationally televised speech that firmly articulates a zero tolerance position on racial profiling, police cover-ups, physical torture such as with the use of Tasers, police executions of people of color, and a guarantee that the police perpetrators of these crimes will be punished.

• Work with Congress to dismantle the militarization of police departments around the country to set in motion a program for citizen review board to ensure police accountability•
Use your executive power to put an end to SWAT raids that violate Constitutional rights under the guise of the war on drugs. A disproportionate number of SWAT raids are conducted in the Black community.

• Fund local and national initiatives where people of all colors work from a citizen education curriculum modeled on the work of Dorothy Cotton, a Civil Rights veteran who worked with Dr. Martin Luther King, Jr., to identify systemic racism as well as develop strategies to change it.
