The president of Atlantic City Council says he will introduce a resolution Tuesday night that could lay the foundation for a condemnation case against the owner of Revel Casino Hotel.
The resolution will allow the city to “take a much more aggressive stance” in forcing Polo North Country Club Inc. - run by investor Glenn Straub - to get its building up and running, Council President Frank Gilliam Jr. said Tuesday. The building, unheated and receiving minimal electricity, has become "one of the biggest eyesores and black eyes in the city," Gilliam said.
The resolution seeks to name a redeveloper for land in the city’s South Inlet section, including land where Revel sits. Naming a redeveloper will spur development in the neighborhood, which in turn will give the city more latitude to deem Revel a blight, Gilliam said.
"It stirs the pot in terms of development going on around him and because there's areas in and around Revel that need attention that then will allow the city to approach Mr. Straub in a much more meaningful manner," Gilliam said.

The city wants to name M & J at Melrose LLC the redeveloper of the land. The company is connected to Joseph Jingoli Jr., whose company helped build the power plant across the street from Revel, Gilliam said. For months Straub has been warring with the plant's owner-operator over energy costs. He could not immediately be reached for comment Tuesday.
