Affirmatively Furthering Fair Housing (AFFH) means "taking meaningful actions, in addition to combating discrimination, that overcome patterns of segregation and foster inclusive communities free from barriers that restrict access to opportunity based on protected characteristics. Specifically, Affirmatively Furthering Fair Housing means taking meaningful actions that, taken together, address significant disparities in housing needs and in access to opportunity, replacing segregated living patterns with truly integrated and balanced living patterns, transforming racially and ethnically concentrated areas of poverty into areas of opportunity, and fostering and maintaining compliance with civil rights and fair housing laws.

This process is based on the language from “Affirmatively Furthering Fair Housing,” or AFFH, which is part of the Fair Housing Act of 1968. Through the AFFH Final Rule, the Department of Housing and Urban Development (HUD) is advancing efforts to break down barriers to opportunity in communities supported by HUD funds. The AFFH Final Rule sets out a framework for local governments, States and Insular Areas, and public housing agencies (PHAs) to take meaningful actions to overcome historic patterns of segregation, promote fair housing choice, and foster inclusive communities that are free from discrimination.

Comments to the AFH

Maps & Tables

Link will lead to steps required in order to build an AFFH map.

Step 1: Select a State
Select the down arrow a list of options will appear. Highlight the state of your choice and click to select.

Step 2: Select a Jurisdiction and/or Region 
Once you have selected a state, you can scroll to view jurisdiction options. You can select either a city, or consortia. To view the information for the City of Omaha and Council Bluffs area, you would select the Omaha Consortia. To view data specific to Omaha only, select Omaha CDBG, ESG.

Select Either a Jurisdiction or Region
You can either continue by choosing the “Select a Map” option, or highlight the “Region” option to the right. If you choose jurisdiction, you will be able to view more detailed information.

After you have following the steps above, click on the “Select a Map” button in the right hand corner.

Step 3: Select a Map
There are seventeen maps available on the AFFH site. The majority of the seventeen maps have additional options to view three different specific data sets available for each map, including options for the timeline of the data set or demographic options.

First select one of following maps and choose “Load AFFH Map”:

  • Map 5 – Publicly Supported Housing and Race/Ethnicity

  • Map 9 – Demographics and Labor Market
  • Map 10 – Demographics and Transit Trips
  • Map 11 – Demographics and Low Transportation Cost
  • Map 12 – Demographics and Poverty
  • Map 13 – Demographics and Environmental Health
  • Map 14 – Disability by Type
  • Map 15 – Disability by Age Group
  • Map 16 – Housing Tenure
  • Map 17 – Location of Affordable Rental Housing (% Rental Units Affordable to 50% AMI)

If the map selection has additional variations, select a category or demographic to view from the list of options and choose “Load AFFH Map.”

Additional Features:

  • Once the map has loaded, you can use the + and – options in the left hand corner to zoom in and out.
  • In order to view more specific details for census tract codes, select the geographic section of interest and use the white arrow sign in order to scroll through census tract data.
  • Choose “Map Variations” in the upper left hand corner to change the category or demographic that can be viewed.
  • The legend and other information for the map can be viewed by selecting box in the far upper right corner at the top of the page with the “i” in it. When you select “legend” tab, you can view the boundaries, demographics, and shaded index information.
  • The square with three white lines in the upper left corner at top of the page provides options for additional background information, the ability to return to the original map options, different timelines for HUD data, exporting data in table form, printing options, and a user guide.

Viewing and Exporting Tables

Step 1: After choosing a map and variation, select the blue square with three white lines in the upper left hand corner at the top of the page. Select “Export Tables” box.

Step 2: Choose the table with the information to be viewed and select the “Generate Table Export” box in the lower right corner.

Step 3: An option will appear in the lower left hand corner “Download Table File.” Select this box in order to export the data into a printable form.

Step 4: Choose to either “open” to view data or “save” to download the information and print.
