The Department of Public Safety, Human Resources Division, is recruiting an experienced professional to fill their Employee Relations Specialist position. The individual selected for this position will be responsible for maintaining EEO compliance within the Department, managing and/or conducting investigations, assessing organizational culture/climate, developing consistent policies and best practices across the Department of Public Safety, presenting recommendations to Department leaders, and preparing and delivering EEO related training. 

The Employee Relations Specialist supports the Denver Police, Fire and Sheriff Departments (including both sworn and civilian employee groups), Denver 911, Community Corrections, Youth Safety Programs, and Safety Administration.

The Department of Public Safety, and all of its Divisions, are 24/7 operations, and occasional support is required outside of normal business hours.  Please take note while considering applying for this position. 

About Our Job

Ensures understanding and compliance of all federal, state and local laws pertaining to Equal Employment Opportunity, through investigations, recommendations for discipline, mediations, training and action planning.

Investigates, advises and makes recommendations on internal claims of discrimination, harassment/hostile work environment and/or retaliation or conduct in the workplace which violates City policies/procedures, State or Federal laws.

Writes comprehensive, factual reports of findings resulting from assigned investigations for use in decision-making.

Meets with agency Executive Director and senior managers to discuss investigation summary, outcomes and recommended action related to employee complaint.

Assists agency management in resolving or preventing negative workplace conflicts, grievances and disagreements by creating action plans to address problem areas where disparate treatment/impact is identified.

Writes, coordinates, maintains and implements the Department of Public Safety Equal Employment Opportunity Action Plan (EEOAP); provide information and assistance in implementing the Department of Public Safety EEOAP and Affirmative Action goals to employees, managers and supervisors; prepare quarterly reports and associated metrics to communicate the EEOAP's effectiveness; conduct an annual review of the EEOAP in conjunction with the Department of Public Safety's annual PEAK Performance report, and; amend the EEOAP as needed.

Assist the City Attorney's Office in preparing for litigation and administrative Charges of Discrimination by gathering documents and investigation file materials and providing a background of Department of Public Safety EEO related complaints, investigations and policies.

Possesses a strong results-driven orientation, attention to detail, and excellent problem-solving skills. 

Demonstrates performance as a self-starter and a committed team member.

About You

The ideal candidate will have:

  • Proven expertise in employee relations, instructing/training others in a classroom environment, workplace investigations, disciplinary options, coaching and counseling managers, and performance management.
  • Proven expertise in mediation and alternative dispute resolution
  • Excellent Training skills, with knowledge and experience in adult learning.
  • Exceptional customer service, communication, responsiveness and interpersonal/relationship building skills
  • Results-oriented, self-driven to contribute to a high performing team 
  • A certification from SHRM/HRCI (PHR or SPHR) or IPMA (IPMA-CP, IPMA-CP Exec or IPMA-CS)
  • Proficiency in Microsoft Office applications (Word, Outlook, Excel, PowerPoint, Access)

  • A Baccalaureate Degree in Business Administration, Public Administration, Human Resources Management, or a related field, and,
  • Six (6) years of experience in an employee relations or workplace investigation environment

Education/Experience Equivalency: 
One (1) year of appropriate type and level of experience may be substituted for each required year of post-high school education.
 
A combination of appropriate education and experience may be substituted for the minimum education and experience requirements.

Classification Title:  The official Classification title is Employee Relations Specialist.

Assessments/Testing: This position does not require testing, but you will be asked to provide a writing sample during an at-time-of-interview assessment.
