The Denver Department of Safety Human Resources is seeking a Benefits Supervisor to support uniformed (Civil Service) employees and civilian (Career Service) employees. This position will report to the Human Resource Director. 

This senior level position coordinates and supervises the day-to-day activities of the Department's benefits unit, which includes administering and managing the following: Health, Dental, Vision, Disability, Life, Accidental Death & Disability (AD&D), Pensions for members enrolled in the old and new defined benefit plans, Deferred Retirement Option Plan (DROP), Health Spending Account, Flexible Spending Plan, Post Employment Health Plan (PEHP) and COBRA/HIPAA. 

The supervisor is also responsible for the administration of the Denver Fire Department's group benefit plans for salaried and hourly employees and insures that appropriate benefit information is provided to all employees.

About Our Job

Coordinates and negotiates contract administration for CSA, police, and fire benefit contracts with the City Attorney's office.

Develops and executes communication strategies for the Department of Safety including for Annual Open Enrollment events.

Counsel employees on plan provisions and administrative procedures so that informed benefit decisions can be made. 

Conduct benefits counseling for members regarding retirements, leaves of absence, terminations/resignations. Work with beneficiaries of deceased retired employees. Coordinate reconciliation of monthly retirement premium processing. Analyze data and resolve discrepancies. 

Act as liaison between employee and insurance providers. Resolve benefit and other human resources related issues.  Establishes and maintains effective working relationships with multiple benefit plan vendors.
Develops and processes weekly and bi-weekly Health Savings account payments from employee pay checks to their accounts with the HSA provider.
 
Analyzes and interprets complex benefit issues while developing and implementing programs and processes to ensure compliance of all phases of benefit eligibility.

Responsible for ensuring that all internal and external Directives, Guidelines, Policies and Procedures, Contracts, (including Benefits and Fire Fighter Agreement (Contract) are followed at all times. Provide counseling to employees regarding policies and procedures. Monitor the success and recommend modifications to the overall benefits program. 

Keep current and ensure that the Department complies with laws and regulations, including FLSA, EEOC, FMLA, ADA, and COBRA/HIPAA, City and County of Denver Ordinances/Charter, CSA Rules and Regulations and Executive Orders that pertain to benefits. 

Manage relationships with insurance carriers, external brokers, City Attorney, DFD Command Staff and Administration Managers in an effort to achieve effective and efficient operations. 

Direct and administer various departmental audits/reports. Analyze and audit vendor enrollment reports on a monthly basis. Generate reports for Health, Dental, Vision, AD&D, Pension, Life, and Death and Disability benefit programs. Identify ways to automate/streamline processes. Troubleshoot system errors and help to facilitate system processes. 

Attend professional development and training seminars.

About You

The ideal candidate will have:

  • Professional human resources experience with benefits administration at the type and level of Senior Human Resources Professional. 
  • Five years experience in a benefits management position, preferably in a large professional services environment.
  • Outstanding leadership, training, coaching, and mentoring skills, coupled with excellent written, interpersonal, and presentation skills. 
  • The ability to interact positively and professionally with people at all levels and with diverse backgrounds. 
  • Exceptional employee service and communication skills with a team leader/player mind-set and demonstrated ability to develop and maintain outstanding employee/management/supervisory relationships. 
  • Strong organizational and time management skills with the ability to arrange competing priorities in a fast-paced results-based team environment with inflexible deadlines. Exceptional follow-up skills a must. 
  • In depth knowledge of Employee Benefit Plans. 
  • Experience monitoring state and federal regulations and ensuring regulatory compliance for benefit-related plans and programs (e.g., HIPAA, DOL, IRS, and FMLA). 
  • Expertise with analysis and reporting. 
  • Experience in preparing and presenting benefit information to employees.

  • Six (6) years of experience in a human resources administration environment.

Education & Experience Equivalency
  • One (1) year of appropriate type and level of experience may be substituted for each required year of post-high school education.
  • A combination of appropriate education and experience may be substituted for the minimum education and experience requirements.
